Evaluation update

Interact invites representatives from Interreg programmes working on and with evaluations to join this workshop to discuss the current status quo in their evaluation process, including operational (implementation) and impact evaluations.
We will first reflect on the process of the operational evaluation focusing on the outcome and follow up of these evaluations. How are Interreg programmes implementing the results of the operational evaluation? Did it have any effect on procedures in terms of efficiency or did programmes manage to reduce the administrative burden for beneficiaries? How to follow up on that?
As far as the impact evaluation is concerned we will present an overview of available Term of Reference (ToR) from Interreg programmes, concentrating mainly on the evaluation questions and proposed approaches, methods & techniques.
In addition, Interreg programmes and their evaluators will present their experience of launching a ToR for impact evaluation by looking into following questions: what kind of offers did the programme receive, how did they select the expert, which method did the expert propose, and what are lessons learned regarding the inception or eventual interim reports.
On the second day we will follow up on other aspects of impact assessment approaches such as e.g. the Territorial Impact Assessment (TIA) which is currently developed from ESPON for 5 Interreg CBC programmes. The approach aims to develop a TIA method for Interreg CBC programmes. They will present what approach and method was selected and what are the lessons learned so far.
Finally, we will also discuss the new regulation and present what is going to be changed in post 2020 related to evaluation and indicators.
