Approaches to manage small projects ….
Efficiency in managing small project facilities is crucial but challenging – in particular with a view to the financial management. Article 24 of the draft ETC Regulation stipulates a couple of requirements for the body managing the SPF. These requirements have to be put into practice heading for management efficiency and user-friendliness - regardless if the model proposed in the ETC Regulation or another model for the implementation of small or micro-projects is chosen.
We will present different implementation models and management approaches in order to encourage reflection on the most adequate approaches.
… and Simplified Cost Options (SCOs) as one key lever to efficiency ….
For the SPF according to the draft ETC-regulation the cost for the body managing it should not exceed 20% of the overall budget for the fund. It is a maximum for the key tasks along the PMC, meaning guidance to applicants, assessment, selection and finally monitoring & control as well as safeguarding the audit trail.
The stringent use of SCOs is one of the key levers to:
- efficient and result-oriented monitoring and
- cut costs for control management verification and, thus,
- keep the overall management cost for SPF within reasonable limits.
Objectives
We will seek to:
- provide an overview on current implementation models for small project funding facilities,
- discuss key steps in the project management cycle such as control,
- present and discuss the requirements for post 2020 in draft regulations,
- present models for the application of SCOs for small projects,
- find out what type of tools / support would be most appreciated (e.g., HIT).
