Fixed percentage staff costs calculation method

The “fixed percentage method” is one of the ways to calculate staff costs of persons working part-time on the project. It has been introduced to Interreg with the Delegated Regulation on eligibility and found its way into the updated CPR and is continued for 2021-2027 programmes.

Throughout the 2014-2020 programing period, the fixed percentage method has evolved to a favourite option for Interreg programmes. It is considered the potentially least heavy of all staff costs methods; it provides significant simplification for beneficiaries, controllers and programmes. As the method is considered straight forward, with clear(er) rules (compared to other staff cost calculation methods), it can help to reduce errors in the reported expenditure for staff costs (as staff costs remain the main source of errors in Interreg, putting risks on programme and project funds).

To address this, Interact is organising a dedicated workshop to the fixed percentage method (note: fixed percentage method is not a simplified cost option!).
 

Together with several Interreg programme which have been using fixed percentage method in the current programming period and/or planning to use this method in the next period, Interact has drafted a factsheet which describes different aspects of the set-up and application of the fixed percentage method (as well as what should be controlled). During the workshop, we will look into details of the factsheet, identify open issues, try to arrive at common interpretations and address all questions related to the method. The workshop also aims at harmonising the way the method is described and communicated to beneficiaries in the programme manual/ at programme events.

The event is for all Interreg programmes, which are interested in using this method in the future and would like to harmonise the approach among programmes.

Depending on the programmes’ interest, to allow for interactivity and better exchange we might need to limit participation to 2-3 representatives of a programme.
