Cooperation under IGJ Programmes: possible contributions and actions

DG REGIO Units D1 and D2 (Interreg, Cross-Border Cooperation, Internal Borders - Macro-regions, Transnational/Interregional Cooperation, IPA, Enlargement) and Interact are working together in order to tackle the main difficulties for IGJ programmes related to the implementation of "cooperation actions", as foreseen under the proposed ERDF and CF Regulation, Rec. 13 and Art. 2, and the proposed CPR, Art. 17 (3) (d) (v).

For the programming period 2021-2027, these provisions may unlock several potentials for intensified cooperation among regions and a better delivery of targeted projects, especially in the framework of macro-regional and S3 strategies.

The current status poses a series of questions about the possible implementation of the cooperation actions, as well as about possible means or tools that could ease and support their implementation.

In this sense, DG REGIO and the Interact are strongly committed in exploring, throughout a pilot project, possible solutions and tools for regions and managing authorities for a better use of ESI funds for a stronger cooperation among regions.

The overall objective is to provide support and guidance despite some administrative and technical difficulties for an enhanced use of such mechanism, and to motivate its implementation by regions.

This on-line session will constitute an open forum to present lessons learned from pilot regions and to discuss the way to new solutions for an enhanced implementation and application of this mechanism.

Objectives

This session aims at highlighting and promoting embedding of cooperation in Investment for Growth and Jobs programmes, an option to allow for and experiment with innovative cooperation actions and approaches across regions, also under macro-regional strategies. This session will explore the main difficulties of unlocking this potential and possible solutions that could be applied. During the workshop DG REGIO and Interact will present a pilot "mapping" exercise that will be aimed at reducing the difficulties related to the implementation of the provision.
