3rd Meeting of the Transnational Network of ERDF/CF SCO practitioners

Simplified Cost Options (SCOs) are one of the important simplification measures introduced in the European Structural and Investment Funds (ESIF) from the start of the 2007-2013 programming period, allowing the Member States to declare indirect costs on a flat rate basis. From 2009, additional options were introduced (standard scales of unit costs and lump sums) and the possibility to use all these forms of SCOs was extended to the European Regional Development Fund (ERDF).

The regulatory framework agreed by the co-legislators in December 2013 builds on and enhances the system used for the ESF and the ERDF in the previous programming period. Finally, the Omnibus Regulation1 amending the related provisions of the CPR further extends the possible use of SCOs.

According to a recent study carried out by DG REGIO, the majority of ESI Funds Managing Authorities (MAs) highlighted the need for further support to help improve the use of SCOs.

Taking into account the recommendations of the authorities and stakeholders, the positive experience of the ESF TN on Simplification, and considering the specific aspects (i.e. provisions, types of operations and challenges) in the design and implementation of SCOs under ERDF/CF OPs, the Transnational Network of ERDF/CF SCO practitioners was established to engage Member State ERDF/CF SCO experts in a regular discussion with a view to facilitating the use of SCOs in the ERDF/CF domain.

Within this network, representatives of Member States:
- Share knowledge and practices
- Learn from each other
- Develop and test ideas in a ‘safe environment’, through informal discussions
- Discuss/define proposals for a better use of SCOs together with representatives of the Commission.
