Territorial Cooperation Agenda 2030
In 2020, Interact provided various services under the headline ‘Bringing territoriality into Interreg’. These services (events, videos, publications) aimed at supporting Interreg programmes in their 2021-2027 programming efforts to give their interventions a territorial dimension. In addition, Interact also provides since several years services in the field of coordination and cooperation between funding sources. Territorial strategies can serve as starting point when defining common and shared priorities for a given territory. Let it be macro-regional or sea basin strategies or, on an overall European level the Territorial Agenda 2030.
Hence, the Territorial Agenda 2030 providing both a territorial dimension as well as setting an overall strategic direction can help the 2021-2027 programmes in embedding their activities in the wider perspective of European territorial development. Hereby, lifting individual projects and programmes, their visibility and impact to a higher territorial level. And vice-versa European Territorial Cooperation (Interreg) programmes can contribute to the implementation of the Territorial Agenda 2030 through integrated project approaches and building on the overarching goals of the Territorial Agenda 2030 – a just and green Europe.
Online event 'Territorial Cooperation Agenda 2030'
With the Territorial Agenda 2030 just adopted at the end of 2020, Interact organised an online event on 16 March 2021 with three objectives:
- For those not that familiar with the Territorial Agenda 2030, to provide a general introduction and presentation of the Territorial Agenda 2030 and what it is all about.
- To provide food for thought from different perspectives on the role of Interreg (programmes and projects) in the implementation of the Territorial Agenda 2030.
- To provide some ideas and inspiration how the 2021-2027 programmes can benefit from and anchor themselves to the Territorial Agenda 2030.
As this is the very first event on the Territorial Agenda 2030 and Interreg’s role in its implementation, the target group for this event was defined rather broad: all those involved in the programming and implementation of the 2021-2027 Interreg programmes.

TA 2030 (Pilot Actions) and Interreg
To further work on the relation between the TA 2030 and Interreg, Interact set up an informal Focus Group which met on 9 June and on 24 September 2021 and identified the key elements of a truly territorial cooperation project; the linkages between Interreg and TA 2030 throughout the Interreg programme and project life-cycle; and which initiated an exchange with TA 2030 Pilot Action Leaders.
In this respect, on 19 October 2021, Interact organised a meeting between TA 2030 Pilot Action Leaders and Interreg programmes. Already earlier, Interact had produced the below set of video testimonials from TA 2030 Pilot Action Leaders. The aim was - both through the video testimonials and the event on 19 October 2021 - to bring the TA 2030 Pilot Actions and Interreg closer to each other.
- Pilot Action A future for lagging regions: fostering the implementation of spatial strategies
- Pilot Action Small places matter - Understanding how small places can boost their role for the development of a wider territory
- Pilot Action Climate Action in Alpine Towns
- Pilot Action presentation, Marc Pfister, Swiss Federal Office for Spatial Development, International Affairs Department (Video)
- Pilot Action Cross-border spatial planning: A vision for a zero-carbon cross-border functional region
- Pilot Action presentation, Frederick-Christoph Richters, Ministry of Energy and Spatial Planning, Luxembourg (Video)
