Legal provisions of the Regulations for the 2021-2027 programming period have introduced a new level of simplified cost options (SCOs), i.e., with Article 46(c)(d)(e) and Article 88 of the future CPR SCOs can become a formal part of the programme.

When a programme wishes to make use of this option, it is obligatory to fill in Appendix 2 of the future Interreg regulation and submit it together with the Interreg Programme for the EC approval. Appendix 2 should provide description of the relevant SCOs for reimbursement by the EC to the programme (and all parts of it, A-C, should be filled in). SCOs indicated in the Appendix 2, provided approved by the EC, become part of the programme and provide legal certainty during programme implementation.

Responding to Interreg programmes interest in guidance on how to fill in Appendix 2, Interact is organising a dedicated workshop to Appendix 2. We will look in detail in each part of the Appendix 2 (parts A, B and C) and discuss what should be filled in and to which extent. We will also work in groups and look how different types of SCOs (e.g., lump sum for preparation costs or unit cost) should be described in the Appendix 2.

Target group

Managing authorities/ joint secretariats of Interreg, ENI and IPA programmes that are planning to use/are considering using Article 88 future CPR (SCOs for reimbursement by the EC to the programme). Please note, that we plan a strong involvement of participants and to make a maximum level of interaction possible we might have to limit the participation of colleagues per programme.
